The Grand Chapter conducts the business of the Fraternity—discussing proposed Bylaws and Ritual amendments and elects the officers of the Fraternity.
Legislation for the 56th Grand Chapter Congress is now available.
Each chapter’s delegate and alternates should be very familiar with this information as outlined below before Congress begins. It is the mutual responsibility of chapter members, the delegate and the alternates to be familiar with the amendments and Robert's Rules of Order. The delegate and alternates must also be able to discuss and explain any amendment submitted by your chapter.
- Bylaw Amendment 1 - Creates language within Bylaws regarding a resolution of the Grand Chapter.
- Bylaw Amendment 2 - Prevents Grand Officers (Regional Vice Presidents and Board Members) from serving as any chapter’s delegate or alternate at Grand Chapter or Provincial Council meetings.
- Bylaw Amendment 3 - Updates the description of the Vice President-Finance to remove reference to them as the Chief Finance Officer of the Fraternity.
- Bylaw Amendment 4 - Allows the Past Grand President to vote on all motions during a Board of Directors meeting.
- Bylaw Amendment 5 - Removes the Executive Director as a member of the Board of Directors.
- Bylaw Amendment 6 - Extends the Collegian of the Year term length to three years, adding a third Collegian of the Year to the Fraternity Board of Directors.
- Bylaw Amendment 7 - Removes Board responsibilities from the Provincial Vice President (PVP) role and creates a new Provincial Director role to instead serve on the Board of Directors.
- Bylaw Amendment 8 - Creates a Grand President Elect role on the Board of Directors.
- Bylaw Amendment 9 - Reorganizes the national committee structure.
- Bylaw Amendment 10 - Clarifies the role description for District Directors and limits an individual to serve as District Director for a maximum of two chapters at a time.
- Bylaw Amendment 11 - Revises the process for granting chapter charters.
- Bylaw Amendment 12 - Creates a path for the Grand Chapter to take a stance – through mail vote or Grand Chapter Congress – on policy legislation adopted by a Provincial Council.
- Ritual Amendment A - Adds additional pauses and phonetic instructions to the Initiation Ritual.
- Ritual Amendment B - Updates Pledging Ceremony Ritual to add roles and require use of limited regalia and layout.
- Ritual Amendment C - Updates Initiation Ritual to place and clasp the badge before describing it.
No additional amendments, proposals or resolutions may be submitted for consideration as the deadline date of March 15, 2025 has now passed. No legislation other than the items referred to within this document may be considered, discussed, or voted upon at the Congress. While these specific proposals may be revised via proper parliamentary procedures at the convention, new legislation cannot be made from the convention floor.
